What this is
Chapters + organizing ladder explains how local chapters operate as stewardship nodes for a shared public record: keeping venue data current, maintaining clean calendars, supporting safer outreach, and preventing the commons from collapsing into chaos or monopoly capture.
What it is not
Chapters are not private clubs, not booking cartels, and not permanent power centers. Leadership rotates; authority is scoped; enforcement has due process.
